I currently have a dual t5 fixture on my Nira's enclosure. It has a 6500 daylight and 12% Arcadia t5. Her basking rock is approximately 14 in away, but she does have a branch that she particularly likes just outside the basking light that puts her about 7 in away from the UV. The light sits about an inch off the screen mesh above her. Do you think rigging the fixture up inside the cage would be more beneficial or not? I've read they can be too powerful when they like to be that close. I'm assuming she would move if uncomfortable, correct?

I'm running that fitting myself and even after 12 months I'n getting UV readings well in excess of normal T8 fittings. Having it outside the mesh does cut the exposure by nearly 50% however as he likes sitting within 7" (17.8 cm) he's getting adequate exposure so I wouldn't change anything.
